Spam countries blocked

We're getting flooded with spam from countries known for it. Our Captcha and Ip-blacklist tests for new accounts aren't working, so now users from suspect regions (Everything except the former British empire and some of Western Europe) must complete a captcha challenge to access the site. If this doesn't work, those regions will be blocked.
